He graduated in International Studies from the Universidad Central de Venezuela (UCV), with a specialization in Social Policy (CENDES) and a Master’s degree in European Studies from the University of Cambridge, United Kingdom. 

He is former President of the Student Center of the School of International Studies and a member of the Federation of University Centers of the UCV between 1993 and 1996. He was the coordinator of the Situation Room of the Venezuelan Parliamentary Group of the Latin American Parliament from 2000 to 2003. Moderator of the opinion program “Diálogo Abierto” (Open Dialogue) on the state channel Venezolana de Televisión (VTV) from 2002-2005; he was also a professor at the School of International Studies of the UCV, teaching the Europe Seminar from 2000 to 2007. 

From 2005 until 2010, he was President of the Gran Mariscal de Ayacucho Foundation (Fundayacucho). Then between 2009 and 2010, he was National Coordinator of the Simón Rodríguez Socialist Training System of the United Socialist Party of Venezuela (PSUV). From 2010 to 2011, he was Vice-Minister of Scientific and Technological Development of the People’s Power Ministry for Science, Technology, and Intermediate Industries. From 2011 until 2013, he was appointed People’s Power Minister for Science, Technology, and Innovation; Executive Vice President of the Bolivarian Republic of Venezuela between 2013 and 2016. He worked as Vice President for Social Development and Revolution of Missions and People’s Power Minister for University Education, Science and Technology from 2016 to 2017, positions he held simultaneously. He was appointed People’s Power Minister for Ecological Mining Development in 2017. 

In August 2017, he was appointed People’s Power Minister for Foreign Affairs of the Bolivarian Republic of Venezuela.

In August 2021, he was appointed People’s Power Minister for Industries and National Production.

He is graduated in Chemistry and with a Master’s degree in Metallurgy and Materials Science from the Central University of Venezuela (UCV), Caracas. He holds a Ph.D. Label European from the Université Paul Sabatier (Toulouse, France) and Norwegian University of Science and Technology, (Trondheim, Norway); and a Ph.D. in Macromolecular and Supramolecular Chemistry, from Université Paul Sabatier, Toulouse, France.

Since 2002 he has held important positions in the Venezuelan Government, starting at the Venezuelan Petroleum Technological Institute.

He held positions in the People’s Power Ministry for Transport and Communications, People’s Power Ministry for Science, Technology, and Innovation, Mayor’s Office of the Municipality of Guaicaipuro, and Governor’s Office of the State of Miranda.

In 2018 he was appointed Ambassador of the Bolivarian Republic of Venezuela to the Syrian Arab Republic.

She is a geographer who graduated from the University of the Andes (ULA) with a Master’s degree in Social Policies and Local Management from the University of Art and Social Sciences (U-ARCIS), Santiago, Chile.

During the last years, she has held management positions at the People’s Power Ministry for Science and Technology; People’s Power Ministry for University Education, and at the National Experimental University of the Arts (UNEARTE).

From 2010 to 2016, her professional performance took hold in the People’s Power Ministry of Industries and National Production and the People’s Power Ministry for Culture. Between October 2016 and September 2017, she taught in the master’s degree Planning and Social Processes of Transition to Socialism at the Venezuelan School of Planning.

In September 2021, she was appointed Vice-Minister for Small and Medium Industry and New Productive Forms of the Ministry of People’s Power for Industries and National Production.

She has a degree in Sociology from the Universidad Del Zulia, a specialization in Industrial Project Management from the University of Zulia, and a Master’s degree in Social and Solidarity Economy from the National University of General Sarmiento (UNGS), Buenos Aires, Argentina.

In 2004, she began her extensive work experience in Venezuelan public institutions. Throughout these years, she held positions in the Ministry of Labor, Ministry of Light Industries and Commerce, People’s Power Ministry for Labor and Social Security, and People’s Power Ministry for Foreign Affairs.

His career also includes positions at the National Institute of Training and Socialist Education (INCES), the National Experimental University of Security (UNES), the National Superintendence of Food and Agriculture Management (SUNAGRO), the National Institute of Statistics (INE), and the Venezuelan Mining Corporation (CVM), among other institutions.

She was Consul of Venezuela in Puerto Rico, Minister Counselor at the Venezuelan Embassy in Mexico. She was also Consul of Venezuela in the Ecuadorian city of Guayaquil until she was appointed Vice-Minister for Intermediate and Light Industries.

He graduated in Business Administration from Universidad Valle Del Momboy, Trujillo State. He is also a Lawyer, graduated from the University of the Andes (ULA). He completed a Specialization in Labor Law at the Andrés Bello Catholic University.

In his career, he has served as General Director of the National Telecommunications Commission (CONATEL), between 2010 and 2014; People’s Power Secretary of Mining of the Bolivarian State of Aragua, between 2014 and 2017; President of Aragua Minas y Canteras, between 2014 and 2017; and Director of the Central Bank of Venezuela, between 2017 and 2018.

He was Chairman of the Foreign Exchange Auctions Committee between 2017 and 2018 when he was appointed Deputy Minister of Basic Industries of the People’s Power Ministry of Industries and National Production.

Since 2018, he has been President of Corporación Venezolana de Guayana (CVG).
